It is what it is where it is when it is ... isn't it?

Rarely does one have the opportunity to witness the birth of a proverb. It happened during a C-Span telecast of a budget hearing by the House Armed Services Subcommittee on Intelligence, Emerging Threats and Capabilities. Lelitia Long, director of the National Geospatial-Intelligence Agency, was reading her opening statement, droning on and on. Just as I felt my pulse slowing to a standstill, I heard her say,

"Everything in the world is some place at some time."

With its capabilities for mapping and imagery analysis, one can presume her agency knows where that is.
